How to actually use MoSCoW without it becoming a wish list
MoSCoW only works if Must means "release fails without it." If everything is a Must, you do not have a prioritisation. Force the conversation: "What is the smallest set that ships?" Anything that does not survive that cut goes to Should.
Won't is the most important column. It is the column that stops the next round of scope creep. Make stakeholders sign off the Won't list explicitly, the same way they sign off the Must list.
