What each input means and the rule of thumb for each

Reach: how many users or customers this affects per quarter, in absolute count. 10,000 means ten thousand affected. Resist the temptation to round to "lots".

Impact: per person affected, how much does this move the needle? Reach pyramid: 3 = massive, 2 = high, 1 = medium, 0.5 = low, 0.25 = minimal.

Confidence: a percentage from 1 to 100. 100% only if you have clear data. 80% on solid signal. 50% on a hunch. Anything below 30% means you do not have a feature, you have a question to investigate.

Effort: person-months across the whole team. 0.5 means half a person-month, ie one person two weeks.

Score = (Reach × Impact × Confidence%) ÷ Effort. Higher is better. The unit is "impact per person-month".
