Weighted Shortest Job First, the SAFe prioritisation lever. Score each item by Cost of Delay (User-Business Value, Time Criticality, Risk Reduction and Opportunity Enablement) and divide by Job Size. Highest score gets done first.

The trick to scoring without arguing for an hour
WSJF works because of relative scoring. Pick your smallest valuable item, anchor it at 1 across the four dimensions, then score everything else relative to that. No team picks the same anchor as another team. It doesn't matter — the ranking inside a backlog is what counts.
Use a modified Fibonacci scale (1, 2, 3, 5, 8, 13). It forces discrete decisions and stops the "is it a 6 or a 7" debate.
Job Size is not story points. It includes the whole work it takes to ship: design, build, test, rollout, comms. Underestimating Job Size makes huge items look more attractive than they are.
